    The new state laws for e-bikes

    E-bikes are moving fast and local laws, safety measures are trying to catch up

    As lawmakers try to catch up with the growing popularity of e-bikes, four new California laws aimed at regulating them went into effect on Jan. 1:

    No speed modifications using apps

    • Bans the sale of products, devices or applications that modify the speed capabilities of e-bikes.

    • The penalty for violating this law is an infraction, like a traffic ticket.

    Class 3 e-bike sales are age-restricted

    • Prior legislation outlawed riders under age 16 from riding class 3 e-bikes; now, the sale of a class 3 e-bike to anyone under 16 is illegal as well.

    • Violating this law is an infraction and a fine of $250 or less.

    Reflectors required at all times 

    • Red reflectors were previously required at night, but now they also must be on e-bikes during daytime.

    • Violating this law results in an infraction.

    • Minors cited for not wearing a helmet while riding an e-bike can now get it dismissed with proof of completion of an e-bike safety course, and proof that the minor has a helmet that meets safety standards.

    Police can seize illegally modified or operated e-bikes 

    • It is now easier for law enforcement to seize an e-bike if it can go over 20 mph, meaning it was illegally modified — or a class 3 version ridden by someone under age 16.

    • To release a seized e-bike, a police agency can require the violator to complete an e-bike safety program.
